EDUCATION IN TIMES OF UNCERTAINTY: EDUCATIONAL POLICY AS A RESPONSE
Calls for a fundamental reform of the education system have been appearing in the public sphere for years. For any reform to be a useful and valuable initiative, it is necessary to define its goals and refer to current data describing the situation in the decision-making process. This publication is the result of an effort to examine the extent to which education policy in Poland enables the entire system, individual institutions, and the people working within them to respond coherently and effectively to the challenges of the modern world. It summarizes research conducted as part of the project “Investigating Educational Policy-Making and its Responsiveness to Challenges in the World. A Qualitative Research Study in Four Transitioning Contexts: Georgia (USA), Poland, the Czech Republic, and Wales,” funded by the Spencer Foundation. Using qualitative methodology and situational analysis within a constructivist paradigm, we conducted research on selected legal acts that shape educational policy, conducted group interviews with educational leaders working in schools and other educational institutions, and conducted individual interviews with experts, researchers, activists, and local government representatives. As a result of a decision made during the study design process and during consultations with project partners, legal documents were analyzed for references to the following challenges: the crisis of democracy, equal opportunities and inclusiveness, cultural diversity, the climate and environmental crisis, health, the development of new technologies, war and armed conflicts. The results of the analyses are presented in chapter four.
