Synopsis
THE DEVELOPMENT OF MECHANISMS OF SELF-REGULATION AND THE EMERGENCE OF DEMOCRACY IN PRESENT-DAY RUSSIA
In this article, the author examines the problem of the emergence of democracy and self-regulation mechanisms in modern Russian society. The author believes that in a democratic society the power of the state is limited, restrained and controlled by the citizens who act within the framework of a civil society that defends private, individual and group interests. Socio-political changes that occur in Russia urgently require the active involvement of citizens in the processes of management, decision-making and control over their implementation.
The author emphasizes that democracy is exercised through constitutionally determined democratic institutions, through numerous forms of interaction of various communities, public associations of citizens with state authorities and local self-government bodies. In this context, the author outlines the following problems: the lack of direct government obligations to such institutions of democracy, the lack of mechanisms for effective response of authorities to the requests of public organizations and initiative groups, and weak social activity of the population in the provinces. The author sees the solution to the problems in limiting the state paternalism and developing skills for self-regulation and self-organization among the citizens.
