Synopsis
It has been over thirty years since the establishment of the United Nations Framework Convention on Climate Change. The United States was one of the signatories to the agreement. In Rio de Janeiro, President George H.W. Bush expressed the readiness of the U.S. to become the leader in combating the global climate change problem. This article examines subsequent actions of the United States within the Conference of the Parties (COP). It analyzes the leadership role of the country and draws attention to its role in the creation of international climate agreements such as the Kyoto Protocol and Paris Agreement. At the same time, it notes the slow but noticeable delegitimization of the United States, not only as a global leader, but also as a member of the COP. This is caused by the inconsistent policies of consecutive U.S. presidents, particularly evident in the country’s repeated withdrawal from Paris Agreement by Donald J. Trump in 2025.
