Synopsis

THE GREAT FAMINE IN KAZAKHSTAN: IN SEARCH OF A DEFINITION OF CRIME

This chapter attempts to analyse the Great Famine in Kazakhstan in 1930-1933 as a potential crime under international law. In the context of the Soviet authorities’ collectivisation policy, which resulted in the deaths of between 1 and 2 million Kazakhs, the author raises questions about the possibility of classifying this tragedy as a crime against humanity, genocide or a state crime. The work examines both the factual aspects of the famine – its causes, course and consequences – and analyses the historical and legal debate surrounding the responsibility and legal classification of these events. Particular attention is also paid to issues of collective memory and the historical policy of contemporary Kazakhstan.
