Synopsis
The article analyzes the impact of flash floods on homeless individuals in the United States – one of the most vulnerable and underrepresented groups in the context of emergency management. It presents social, urban, and institutional mechanisms that deepen their marginalization, including the design of public spaces that neglect their needs and the criminalization of homelessness. The article also discusses policies addressing the homelessness crisis, methods of hazard warning dissemination, and offers recommendations aimed at improving the safety and living conditions of people experiencing homelessness. It calls for a more inclusive approach to social and climate policies in the face of escalating natural disasters.
